Programme background

The Institutions for Inclusive Development (I4ID) programme goal is to strengthen democratic institutions and governance in Tanzania so that they are more inclusive and accountable, and economic growth provides more benefits for the poor and marginalized. I4ID is an adaptive programme that will continually consider the complex environments and changing circumstances of the political and economic landscape. The I4ID programme is a five-year DFID funded programme running until June 2021.

While Tanzania’s economy has grown at over 7% for more than a decade, patterns of growth and service delivery have meant that Tanzania’s economic progress has not always benefited poor,vulnerable or excluded people.. The Institutions for Inclusive Development (I4ID) is trying to address this issue through innovative programming using locally driven solutions. The I4ID programme goal is to work with government, representative institutions, civil society and the private sector so that economic growth and social services bring more benefits to the poor and excluded people. In the process, key lessons will be learned about how to help governance work better in the interests of youth, women and the poor, mapping a path towards a more inclusive pattern of growth and development in the future.

Scope of work

The Gender Advisor helps ensure that sound gender equality analysis is fully integrated into I4ID’s programming. S/he will work closely with issue coordinators and management team in helping to build capacity for Gender and Social Inclusion (GESI) analysis and action across the programme and its partners, in collaboration with the international GESI Specialist. S/he will also initiate (and possibly manage) one or more gender-focussed work streams.

Ways of working.

Base location: Dar es Salaam with travel within Tanzania Management lines: The Gender Advisor will report to the Deputy Team Leader of I4ID programme. S/he will be responsible for working in close collaboration with I4ID team and partners, providing insights about gender dynamics and about social exclusion/ inclusion in Tanzania.

Indicative responsibilities and tasks

  • Undertake gender equality analysis of key issues, sectors, and themes of interest to I4ID including in service delivery and productive sectors.
  • Support the team in identifying and developing entry points in current and new work streams that will contribute to gender equality in Tanzania.
  • Provide advice and inputs for gender aspects of programme- and issue-level monitoring and learning; including but not limited to review of results and indicators, data collection and analysis and lesson products maintain a network of current and potential gender stakeholders for influencing, mobilizing and information gathering and identify policy and political windows of opportunity for supporting institutional reform.
  • Scope and/or manage 1-2 gender-focused work streams.
  • Providing training, coaching and mentoring to I4ID team and partners on gender analysis and safeguarding.
  • Provide gender inputs to key programme strategy, planning, and M&E documents including theories of change, work plans, etc
  • Provide gendered analysis, information and lesson-learning relevant to political economy and context analysis products
  • Support management team to build an inclusive and safe culture within I4ID

Minimum education, experience, competencies and skills required

  • A postgraduate qualification in a social science, gender studies, public policy or any other relevant subject discipline.
  • A minimum of five years of overall work experience in development, of which no less than three years working on gender equality in particular.
  • In-depth knowledge of Tanzanian landscape, in particular, a strong foundation in poverty and exclusion, gender and social norms
  • Demonstrated ability to work with people in a persuasive, constructive manner. Ability to collaborate and consensus-build are essential. The ability to listen well, to understand when to make a case and when to hold fire, the ability to employ different styles of communication in different contexts.
  • Demonstrated networking abilities, especially within policy and governance circles in Tanzania.
  • At least basic knowledge of donor-driven tools such as theories of change, M&E, project proposals.
  • Ability to research, construct and present an argument that is organised, concise, evidence-based, referenced. Knowledge of a range of development sectors, potentially including sectors such as: agriculture, public service delivery, democratic governance and urban issues.
  • Strong written and oral communication and presentation skills in Swahili and English.
