Strategic Vision and Leadership

  1. Responsible for overseeing and ensuring overall responsiveness, quality, safeguarding, and efficiency of organization operations to ensure long term success;

  2. Working with the Technical Director (TD) and the M4P Adviser, contributes to the development and implementation of organization's strategies, policies and programs, and interacts with the organization's Program Investment Committee (PIC), Technical Committee (TC), and implementing partners.

  3. Working closely with the TD, ensure that the organization

    operates in conformity and compliance with national regulations (e.g. those related labor relations, tax compliance and procurement)

  4. Responsible for developing, delivering and regularly reviewing of the Trust operations and operating systems to ensure effective oversight to organization's key support functions of Administration, Finance, Procurement, Human Resources and ICT systems.

  5. Ensuring effective coordination and delivery of the Trust Annual Business Plans, deliverables, and reports in line with organization's Strategy and requirements

  6. Ensuring performance bottlenecks are identified and solved in timely fashion

  7. Working closely with the TD, ensure that the strategic design and implementation on organization

    capacity building, learning, and development plans deliver against organization's strategic goals

Programme Planning, Operations and Management

  1. Working closely with Technical Director, M4P Adviser, Market S'ystems Managers and other technical staff, ensure the adoption of organization's Projects Management Methodology to ensure effective oversight, management and delivery of organization's supported projects and initiatives
  2. Manage and improve operational processes across program components and support functions through evaluation of the efficacy of procedures and recommending, developing and effecting timely improvements to safe guard and facilitate the operations of the Trust
  3. Manage procurement and recruitment processes to ensure cost effective and efficient procurement of goods and services to support organization

4. Support TD in the refinement and adoption of Organization

Risk Management Framework, and in identifying and managing reputation, financial and strategic risks to ensure the organization's programme's successful outcome
5. Initiating additional activities and other management interventions wherever gaps in the programme operations are identified
6. Ensure operations provide effective, coordinated, and responsive engagement with partners and sustain relationships to enable deliver on its mandate
7. Manage relationships with regulators and authorities that affects the day-to-day operations of the Trust

Financial Oversight

  1. Coordinate budgeting process and submit departmental budgets for approval 9Y the Technical Director;
  2. Managing the programme's and operational budget on behalf of the TD, monitoring expenditure and costs against delivered and realized benefits as the programme activitie’s progresses .
  3. Oversee departmental expenditures according to the approved budget and monitor the cash flow of the department in close cooperation with the Technical Director and Financial Manager
  4. Review and ensure correctness of financial commitments and payments related to procurement of goods, services and grant agreements in coordination with the Finance Manager, Market System Managers, and the Procurement Committee

Human Resources Management

  • Ensure HR planning, talent management and capabilities development in line with Trust's Strategy.

  • Working closely with the TD, M4P Adviser, and other managers, determine the staffing and capability requirements to ensure realization of organization's establishment plan and strategy

  • Lead on recruitment and human resource development planning processes, to ensure availability 'of competent and capable resources that match organization


  • Oversee the enforcement of human resources policies, procedures, practices and in accordance to labor laws across the various departments, including the development, review and updating of job descriptions, and managing annual performance reviews;

  • Ensure that records for all organization

    operations and the respective filing systems are maintained, securely stored and privacy/confidentiality is maintained as appropriate.

  • Maintain and update organization

    databases of vendors, service providers, skills inventory, staff compliment, job advertisements and application forms;

  • Establish protocol, policies, procedures, and work schedules for staff involved in all support services including technical, operations, and administration staff;

Required Competencies

  1. Expertise in Operations Management is essential
  2. Significant Knowledge of best practice in HR, Administration, and Operations
  3. Track record of managing resources, creating and driving operations and business systems and processes in business functions ,(e.g. administration, human resources, procurement, finance or programs) to deliver against strategic goals
  4. Sufficient seniority, knowledge and credibility to advise TD, senior technical staff and partners.
  5. Must be a self-directed, highly organized person who can effectively prioritize and follow through on multiple initiatives simultaneously
  6. Must have management and team leadership skills, and able to manage and deliver on operations for a program of the size and complexity similar to the organization.
  7. Strong communication skills, specifically strong verbal communication skills in English and Swahili, and excellent report writing skills
  8. Good knowledge of techniques for project management, planning, budgeting, monitoring, & resource allocation.
  9. Agility in thought and action, highly motivated, eager to take responsibilities and deliver on demanding set of organizational deliverables.
  10. Interpersonal skills are essential
  11. Good business acumen and cross-functional experience in pro-poor agribusiness - value chain development desirable.

Key Qualifications:

  1. Master's degree in Business Administration, Agribusiness Management, Operations' Management, Program/Project
  2. Management, Labor Management, or relevant field.
  3. At least 10 years' experience in organizational, operations, and team leadership in a similar role. .
  4. Professional qualifications in Operations Management, Human Resource Management, Project Management and others related to the function are desirable
