Management and Development for Health (MDH) is a leading non-profit Tanzanian public health organization that focuses primarily on public health service, education and research in the United Republic of Tanzania. MDH seeks to advance the public health and health care interests of the people of Tanzania through collaboration with the Government of Tanzania, non-governmental institutions, academic institutions, and the private sector.
From 2011 MDH was awarded by PEPFAR through CDC Tanzania to implement a large scale HIV care and treatment services program in Dar and later in 2013 in Kagera. By June 2017, Over 170,000 People Living with HIV (PLHIV) had been enrolled and served by this program in over 300 health facilities in Dar es Salaam and Kagera regions.
Management and Development for Health (MDH) is seeking a qualified consultant to perform the project final evaluation. The consultancy will involve two phases:
Phase I: Pre Evaluation Phase
Terms of Reference for Phase I
a. Review the baseline indicators and data on various program components and compare what is existing in our data, identity data gaps and needs to collect more data then work on list and tools required to collect additional data to ensure all data necessary for quality and sound final evaluation will be available and clean.
b. Detailed review of various HIV prevention, care and treatment services in facilities. including, pediatric and adults care, capacity building for health care workers, CHMTs, RHMTs, Community based care, laboratory services, quality improvement, strategic information, PMTCT, GBV, cervical cancer, public health evaluations, supply chain, training, VMMC, Adolescents/pediatric club, prevention unit, TB/HIV unit, pediatric unit, DREAMS program, and any other area that will be suggested in addition to these that might provide valuable information.
c. Detailed review of collaboration with various stake holders including CHMTs, RHMTs, Local governments, sub grantees etc. involved in the implementation process
d. Review all best practices, ensure that they are all properly documented as per acceptable standards and review data appropriateness for inclusion in the final evaluation (phase 2)
e. Visit all MDH health facility supported sites in Dar and Kagera with a checklist guided observation to document processes and the infrastructure for best practices and challenges/limitations and how they are addressed at site level
f. Conduct desk review of the quarterly, semi-annual and annual program reports
g. Create a checklist of the requirements for final evaluation; continuous reports, best practices and compile in one document and dataset
h. Design and draft a proposal for the final MDH program evaluation based on the reports gathered and provide a pathway and timeline for the evaluation in phase II
Phase II: Evaluation phase
Scope of Assignment
The consultant is expected to complete evaluation and report of the findings of program (2011-2018) in Dar es Salaam and Kagera regions. Documentation of the report will include all the components of HIV care and treatment program. The following specific tasks will be done by the consultant in phase II:
