Overview:

Founded in 2002, by President William J. Clinton and Ira Magaziner, the Clinton Health Access Initiative, Inc. ('CHAI') is a global health organization committed to strengthening integrated health systems and expanding access to care and treatment in the developing world. CHAI's solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to lifesaving technologies; and helping governments build the capacity required for high-quality care and treatment programs.

CHAI plays a leadership role, working alongside governments and other partners, to lower the costs of treatment and help build the in-country systems necessary to provide lifesaving treatment to millions of people. Since its inception, CHAI has pursued several ambitious goals, from scaling up pediatric AIDS treatment in order to achieve equity with adults in a time frame few thought possible, to rapidly accelerating the rollout of new vaccines. Today, CHAI operates in 33 countries across the developing world and more than 70 countries are able to access CHAI-negotiated price reductions, vaccines, medical devices, and diagnostics.

CHAI has achieved many of its most important successes when seeking to fundamentally change the way the world approaches an issue and pushing the boundaries of what is considered feasible in global health. CHAI’s focus is transformational work that creates a fundamental change in the way actors approach and realizes goals.

CHAI Tanzania is currently looking for Information systems development specialist, to lead vaccine and Laboratory information systems.

Description:
The candidate will lead and actively participate in all phases of the product lifecycle: requirements analysis, design process, implementation, testing and deployment. This will include: finalization of user stories for prioritized items; develop release plan and bi-weekly sprints for software development; write programming code to complete the stories assigned on sprints; push code to source code repository; assist testers to test the new builds. Work closely with users to design and develop specifications for software development work including wire-frames, screen/report layouts, business rules and user interfaces. He/she will assist the program Managers in ensuring in-country project/s objectives are delivered in a timely and in an efficient manner, in order to ensure the success of VIMS and evLIMS systems.

Responsibilities:
• Develop enhancements, test, and maintain existing functionality of Vaccine Information Management System (VIMS) in line with approved Ministry of Health standards.
• Use VIMS’s web based bug tracking systems to log bugs and enhancements and to update bug solution status.
• Enhance, develop (where needed) and maintain HIV Viral Load Laboratory Management Information Systems (EVLMIS) for conventional and point of care devices, and link with the other systems inline with required standards
• Conduct regular reviews and evaluations of VIMS and EVLIMS systems and related applications including visit rural locations to understand root causes for system problems, document functional requirements for the development, maintenance and product support; leverage the solutions for creative problem solving and implement improvements accordingly.
• Improve connectivity deliverables and develop update reports with support from Program Managers. Deliverables and reporting will include; number of facilities with diagnostic devices connected per country, number of patient results transmitted through solution, stock status information, uptime and usage of national dashboards to track indicators and uptime and usage of information systems. Update will also provide information on any local database development issues
• Work closely with tester(s) to develop test plans for modules and applications.
• Regularly updating Technical documentation and user/training Manuals for VIMS and EVLIMS inline with system developments
• Conduct ongoing user trainings and support on the two database systems (VIMS & evLIMS) and their applications in collaboration with other partners
• Liaise with Other software development partners to become familiar with software development practices, seek guidance, to solicit and obtain standard practices/templates for software development, to brief on progress being made on software development projects, and to collaborate and contribute to software development practices
• Actively participate in and be aware of in-country System linkages in areas of synergies and
• Work as a part of the CHAI Information Technology team and be available to support the systems and users whenever need arises.
• Work with end users to define technology product requirements for in country system development and then define the implementation plan. Manage communication CHAI Tanzania leadership and expectations throughout development process.
• Other responsibilities as needed

Basic Qualifications

Experience:
We are seeking a highly motivated individual with outstanding credentials, strong experience (minimum 3 years) in working with technology-based solutions for health. She/he must be able to function on and with flexibility and have a strong commitment to excellence. The right candidate will have a strong interest in innovation and technology, with a passion for creative problem solving.
• 3-5 years of experience working on new product development in the social enterprise, non-profit, or private sector space.
• Strengths in strategy development and design; deep understanding of solution development, business models, and market-based innovations strongly preferred.
• Experience in administering corporate level RDMS including PostgreSQL, MySql SQL Server 2008 Enterprise and proficiency in SQL and Stored procedures.

Additional requirements:
• More than four years of Experience in developing web-based applications in Java or python
• Experience in administering corporate level RDMS including PostgreSQL, MySql SQL Server 2008 Enterprise and proficiency in SQL and Stored procedures.
• Experience with ANSI SQL: 2008
• Experience with Java8 SDK JDK
• Experience with Spring Framework
• Experience with Javascript and HTML5, CSS3, AngularJS, ReactJS and /or NodeJS
• Experience with Design patterns (such as Modal-View-Controller -MVC) base application development
• Experience in source Control systems such as Git, bitbucket, SVN or CVS
• Experience with deployment management tools (Jenkin, chef/puppet)
• Experience with ant/gradle scripting
• Experience with selenium/jasmine/cucumber automated testing frameworks
• Ability to work with Linux operating Systems and shell scripting languages such as bash
• Familiarity with apache/Nginx web server and tomcat/jboss application server
• Understanding of networking and information security
• Experience using software development methodologies
• Experience in UI mock-up tool such as Visio, Lucid-chart or Gliffy
• Strong analytic and problem-solving skills
• Strong verbal and writing skills
• Ability to work in dynamic team-oriented environment but self-managing of own time
• Ability to interact with and assist a wide range of end users
• Ability to learn and apply new technical skills and concepts quickly
• Ability work independently, take responsibilities and follow-through on assignments
• Prior experience with health program will be an asset

Education:
• Bachelor's degree in IT or Computer Science or related concentration from recognized University/College.

Preferred qualifications/skills:
• Experience with DHIS2, ODK, OpenMRS or OpenLMIS
• Solid understanding with previous work experience in HTML, CSS, Javascript and databases.
• Excellent written and verbal communication skills, including the ability to prepare and deliver compelling presentations
• Strong analytical, problem solving, and quantitative skills
• Ability to think strategically, handle ambiguity and work in a fast-paced, limited-structure, multicultural environment
• Ability to learn on the job quickly
• Detail-oriented with strong organization skills
• Ability to handle multiple work streams simultaneously and work independently
• High level of proficiency in Microsoft Excel, PowerPoint and Word
